El Dorado Hills was a rural area of small population and large landholdings up until the early 1960's. From this inception of the growth period the original developer Alan Lindsey began EDH development as a master planned community. The original master plan was prepared by architect Victory Gruen. It was to be a large-scale master-planned coummmunity from its beginning as group of residential "villages", golf courses, parks, schools, community shopping center, open space and a business park. The plan was to emphasize the open space between villages and the opportunity for outdoor recreation in this beautiful foothills area close to Sacramento. The development of the many early villages led to a population of 6395 residents by the 1990 census. Businesses started to relocate to the EDH business park to get away from the high costs of Silicon Valley. Growth was slow in the early 1990's due to a recession, but exploded in the mid-1990's. In 1995, the Parker Development Company acquired 3500 acres along the eastern boundary of El Dorado Hills, to develop Serrano as one of the largest master planned communities in Northern California. This project of custom and semi-custom homes is still consistant with the original master-plan. Other significant developments such as The Promontory grew concurrently. With the stronger economy and such large scale development El Dorado Hills expanded its population to over 30,000 today. Growth is now slowed by the very strong current recession. However, the outlook for growth and appreciation in the next economic recovery should be strong given the unique location, quality and beauty of this area.
