El Dorado Hills' residents buy thier electricity and gas from Pacific Gas and Electric. The residential costs per Kwh of electricity are higher than most of the nation. This is accomplished locally by the imposition of very low baseline levels of usage(Kwhs)per residence, at about the USA average cost per Kwh ($.11531). Usage above the low baselines incurs rates double and even triple the cost per Kwh. The average statewide Califoria residential rates per Kwh ($.1616) are 34% higher than the USA average ($.1205). The baselines and penalties in this area have the effect of raising costs on single family and especially larger single family homes. PG&E expained to me that the baseline targets and penalties are set by the California Public Utilities Commission.
The El Dorado Irrigation District is the water utility for El Dorado County. The El Dorado Hills area pays residential water, recycled water and sewer charges to this utility. The costs, based on a small sample for all three services, run about $60 month.
Trash collection is through the El Dorado Disposal Company. The actual collection is currently done by the Waste Management Company. It includes separate collection of recycle material. Costs, again based on a small sample, run about $24 month.
